Le Pays a une double vocation : le développement économique et la cohésion sociale.
Créé à l'initiative des communes ou de leurs groupements, le Pays est un territoire inter-départemental, "caractérisé par une cohésion géographique, historique, culturelle, économique et sociale".
Established by the
Loi Voynet of 25th
June 1999 - Directive Law concerning Territorial Planning and
Sustainable Development - their structure is designed to bring neighbouring
districts into dialogue and agreement: they either take the "
syndicat mixte"
form -
when the organisation brings different types of local
authorities together - or the Communities of Communes form.
The building of a Pays necessarily involves a strengthened partnership
between elected representatives, civil society, social and professional
interest groups and associations. To this end a Development Council is created
in each Pays, in accordance with the law.
The Department provides logistical support and expert advice in the elaboration
of the Charter of the Territory. Financially, it supports the projects
implemented under the Sustainable Development Contract.
