Les communautés de communes sont des regroupements de communes. Elles réunissent leurs compétences et leurs moyens pour réaliser des projets communs, dits "intercommunaux".
Fédérées dans un même objectif, elles ont pour mission de développer leur territoire, de créer des richesses et de partager les charges.

- The law of 6th February 1992, referred to as the "loi Joxe", on
national planning and development within the Republic.
- the law of 12th July 1999, referred to as the "loi Chevènement", for
the reinforcement and simplification of inter-communal cooperation.
For territorial
planning and development
- the law of 4th February 1995, referred to as the "loi Pasqua" - Directive law concerning territorial
planning and development (Loi d'orientation pour l'aménagement et le
développement du territoire / LOAT).
- the law of 25th June 1999, referred to as the "loi Voynet", - Directive law concerning territorial planning and sustainable
development (Loi d'orientation
pour l'aménagement et le développement durable du territoire / LOADT).

- The law of 13th December 2000, referred to as the "Loi SRU" - Law
concerning Social Solidarity and Urban Renewal.
